Contractor demonstrated a hybrid type of vanpool operation which served long and short distance travellers commuting to work along a congested corridor. Vanpools would originate at a residential community located a long distance from a high density work center and limit occupancy to 75%. A second pick-up would be made at a closer location where the remaining 25% would board. Technologically advanced communication and vehicle tracking is available to allow the short distance rider to determine if seats are available. The dispatcher, with the use of cable television, can access traffic conditions on Orange County freeways to avoid adverse traffic conditions and direct vans to alternate routes. The same system will alert passengers of potential delays. Riders subscribe to the service and are invoiced on the frequency of use.

The "Short-Stop" service will result in reductions in single occupant vehicle (SOV) trips, Vehicle Miles Traveled (VMT) and a reduction in mobile source air pollution. The goal is to reduce SOV trips by 33,800 and VMT by 1,209,000 miles resulting in the reduction of 42,315 pounds of pollution per year.
