Contractor's objective was to improve the local process of implementing minimum parking requirements for work places and parking cash-out. These measures will be provided to local jurisdictions to facilitate their revision of their parking requirements to conform to AB2109.

The survey data was obtained from all local jurisdictions in Los Angeles, Orange, Riverside and San Bernardino Counties. Traffic Management Associations (TMAs) in the Burbank, West Hollywood and Irvine facilitated in workshops to look at the parking development process. Working sessions were held in Riverside and San Bernadino for closer study.
Contractor estimated that based upon use of a 100,000 square foot office building, as an example, the building would provide 4.1 parking spaces per 1,000 feet of office space resulting in 410 spaces per building that could be used by solo drivers. Using parking management/parking cash-out program recommendations contained in the study, a 17% reduction in solo drivers would reduce pollutants in the amount of 57.816 pounds per year. The more the incentives in the program are utilized, the greater the pollution reduction benefit.
