The City of Redlands was awarded MSRC Clean Transportation Funding for the purchase of five (5) LNG heavy duty trucks to replace older diesel solid waste collection vehicles. The City replaces trucks used in the collection of refuse and recyclables on an annual basis with the intent of achieving a 100% low emission natural gas waste collection vehicle fleet.

The City successfully completed procurement of each of the vehicles: two (2) frontloader vehicles with dedicated LNG engine, one (2) sideloader vehicle with dedicated LNG engine, and one (1) roll-off vehicle with dedicated LNG engine. Contracts for the sideloader vehicles were awarded to Carmenita Truck Center on 10/03/2007 and awarded also on 10/26/2007 for the frontloader vehicles. For the roll-off vehicle, Rush Truck Center of Fontana was awarded the contract on 10/17/2007. All contracts were awarded to the lowest responsive bidder in conformance with the Citys procurement policy and the Redlands Municipal Code. Following the successful award of these contracts, the vendors provided each respective vehicle to the Equipment Maintenance Building, located at 1270 West Park Avenue in building E, Redlands, CA 92373. The two frontloader vehicles were received on 07/30- and 07/31/2008, one of the sideloader vehicles was received on 05/07/2008 and the other was received on 05/28/2008. The roll-off vehicle was received on 02/26/2008. As such, the two sideloader vehicles were placed into service first, on 07/07/2008 and 07/14/2008. Subsequent to that, the frontloader vehicles were placed into service on 08/14/2008 and 08/11/2008. The roll-off vehicle was placed into service on 04/17/2008. Each vehicle is equipped with the cleanest heavy-duty engine commercially available, the Cummins Westport ISL G. This engine has a NOx certification of 0.1 g/bhp-hr and is therefore cleaner than the 2010 heavy-duty engine emission standard of 0.02 g/bhp-hr.
The purpose of this project was to replace older diesel waste collection trucks with new, low-emission alternative fuel vehicles. With the assistance of MSRC Clean Transportation Funding, the City of Redlands was able to purchase two (2) LNG commercial frontloaders, two (2) LNG sideloaders and one (1) LNG roll-off truck. The amount of funding provided by the MSRC was $32,000 per vehicle; this was used to offset the incremental cost of the LNG engine option.
The vehicles have been received, inspected, and placed into service and have been fully operational since 08/14/2008. The emissions benefits incurred as a result of the completion of this project are significant in terms of the amount of pollutants reduced. The five (5) vehicles emit approximately 83% less NOx and greenhouse gases compared to the older diesel vehicle they replaced.
To date, the LNG vehicles have accrued a combined 3,211 operational hours. The diesel trucks replaced by the new LNG trucks were sold to vendors for use outside the State of California. Each of the vehicles funded under this contract have, to date, accrued 100% of their annual engine hours of operation within the geographical boundaries of the South Coast Air Quality Management District.
