AQMD Fleet Rule 1193 requires cities that operate their own refuse collection vehicles to purchase alternative fuel vehicles when replacing vehicle or expanding their fleet. The MSRC, through their Clean Transportation Funding Program, provides funding for the purchase low-emitting heavy-duty alternative fuel vehicles that go "above and beyond" AQMD Fleet Rule requirements.

Three heavy-duty curbside refuse collection trucks were purchased from Carmenita Truck Center. The gross vehicle weight rating (GVWR) of each truck is in excess of 66,000 pounds. Each vehicle is equipped with the Cummins Westport ISL G natural gas engine. The first refuse truck was delivered on May 27, 2008; the two remaining vehicles were received on May 30, 2008. The vehicles are garaged at the City's maintenance yard located on Monte Vista Avenue. Refueling of the trucks is performed overnight using the City's CNG refueling station co-located at the maintenance yard.
The City of Claremont operates their own curbside waste collection vehicles and is therefore subject to the requirements and obligations as set forth in South Coast AQMD Rule 1193. Rule 1193 requires the purchase of alternative fuel waste collection trucks when replacing vehicles or expanding their refuse collection vehicle fleet. The City identified three existing diesel refuse collection vehicles in need of replacement, and applied and was subsequently awarded MSRC funding to partially offset the cost of procuring waste collection vehicles powered by compressed natural gas (CNG). The CNG vehicles are equipped with the Cummins Westport ISL G engine, which is currently the lowest-emitting heavy-duty engine commercially available. Use of the ISL G goes "above and beyond" the City's obligations under the AQMD Fleet Rule and thus made the vehicles eligible under the MSRC Program.
Each CNG refuse truck is expected to operate approximately 10,000 hours per year. this equates to reductions in ozone precursor emissions on the order of one-half ton per truck per year.
The three CNG refuse collection trucks are operating in regular refuse collection service. Each vehicle is expected to accrue an estimated 10,000 hours of operation annually. A ten-year vehicle life is anticipated. To date, the vehicle have been operating without incident and no engine or CNG fuel system anomalies have been reported.
