ATN implemented the Rails to Trails project to help decrease automobile commute trips by attracting new riders onto Metrolink commuter rail service. The enticement of bicycling was the provision of secure storage for bicycles and a financial incentive for participating bicyclists. Bikers could ride to the train station, know that their equipment was securely stored during the workday, return to the station, and ride home. Bicycle storage eliminated the need for an automobile to deliver and pick up the Metrolink passenger, eliminating four round trip automobile trips.

Anaheim was the target city, however, as stated above, the areas which could benefit from this or a similar program, are those with easy access to Metrolink.
The actual number of participants varied and as no data was derived as to whether they had been single occupant vehicle drivers, the emission reductions may be projected to be that which is normal when a motor vehicle is not operated.
