The South Coast AQMD Rule 1193 requires operators of heavy-duty refuse collection vehicles to purchase alternative fuel vehicles when replacing vehicles or expanding their fleet. The MSRC offers Clean Transportation Funding to entities who go "above and beyond" AQMD Rule requirements and purchase alternative fuel refuse trucks certified to the CARB optional low-NOx standard.

The City of Riverside was able to piggyback on an order placed by the City of Redlands to Carmenita Truck Center of Santa Fe Springs. The City of Redlands had selected this vendor based on a competitive bid process, and Riverside was offered the same vehicle price, terms, and conditions. The vehicles purchased are Volvo refuse trucks equipped with the Cummins 8.2G Plus compressed natural gas engine. These new vehicles replace three 1993 White WX64 diesel refuse trucks; each vehicle had accumulated over 175,000 miles and were deemed in poor condition. The new vehicles have a life expectancy of ten years with a projected annual mileage of 14,000 - 15,000 miles per vehicle. In addition, approximately 6,500 - 8,000 gallons of diesel fuel will be replaced annually for each vehicle replaced.
The objective of this project was to replace three (3) heavy-duty diesel refuse collection vehicles in the City's municipal fleet with new, low-emission clean-fuel vehicles. The MSRC Clean Transportation Funding award allowed the City to offset a portion of the incremental cost of the more expensive compressed natural gas trucks.
The new CNG refuse trucks are anticipated to remain in service for approximately 10 years and will accumulate approximately 150,000 per vehicle. Approximately 240,000 gallons of diesel fuel will be displaced by the three CNG trucks.
The three refuse collection vehicles have been put into residential waste collection service by the City of Riverside. As of this reporting, no issues have been identified as it pertains to vehicle operations or maintenance.
