Project Background

Since the early 1990s, the County Sanitation Districts of Los Angeles County has successfully implemented projects to improve air quality emissions. These projects include two public CNG fueling stations, re-powering heavy duty equipment with lower emission engines, and replacing gasoline fleet vehicles with clean burning CNG vehicles.

Project Implementation

Specifications were prepared detailing requirements for furnishing and installing the DPFs. Invitations to Bid were mailed to five vendors. Valley Power Systems was awarded the contract. The procurement process was delayed slightly by the unsuccessful attempt to "piggyback" on a purchase order with the Los Angeles Department of Water and Power. The bid process was also delayed due to a CARB advisory issued during the bid process that required the Disrict to verify that filters were in compliance with nitrogen dioxide emission limits.

Project Objectives

Under this project, the County Sanitation District purchased and installed CARB verified Level 3 diesel particulate filters (DPFs)for 24 District-owned truck tractors used in refuse transfer operations. The truck tractors are existing 1997-2000 Kenworth and Freightliner truck tractors equipped with Cummins M-11 and Caterpillar C10 engines.

Project Results Description

Currently 11 of the 24 trucks are being used in the Sewerage System Operation and Maintenance Program in the Sanitation Districts' Compton office. Six trucks are in use at the Puente Hills Facilty, one in San Gabriel, three in Carson, and three in Commerce. The reports from the drivers and mechanics regarding operations of the trucks and traps have been positive thus far.

Project Status Description

Valley Power Systems installed all 24 filters within 16 days of receipt of the filters. During the installation process it was discovered that two of the trucks were not appropriate for installation of the filters and they were replaced with two other trucks. Overall, the installation of the filters went smoothly.
