BCCIE initiated a program to attract and encourage bike travel around Redlands because there is a high-density of employers and the city's reputation as a bicycle friendly city. They offered incentives to merchants to install bike racks and lockers for employees who rode bicycles to work. They conducted bicycle safety and maintenance classes and offered cash incentives to bikers who commuted over 150 days in a one-year period.
