Contractor established the Flexipool program to provide West Hollywood residents and employees with direct access to and from Metrolink and other regional rail services. Following the Northridge earthquake, employees living in areas served by Metrolink learned they could commute to West Hollywood, but there was no provision for them to get from the train station to their work places. The shuttle service which Federal Emergency Management Agency established was terminated in 1994 when the emergency was over. Flexipool was to provide a similar service but expanded to shuttle West Hollywood residents to downtown Los Angeles and Burbank. It would also provide transportation for the residents working in Los Angeles and Burbank to return to West Hollywood.

Estimated reductions attributable to this project are: Reactive Organic Gases, 194 pounds; Oxides of Nitrogen, 240 pounds; Carbon Monoxide, 192 pounds; and Particulate Matter, 73 pounds.
