Project Background

The City of Rialto, in partnership with the San Bernardino Associated Governments (SANBAG)and Southern California Region Rail Authority (SCRRA), developed and implemented the Rideshare to Rails Program at the John Longville Depot MetroLink Station located in Rialto. The goals of the program were to reduce vehicle trips made by current rail commuters, thereby freeing parking spaces at the congestion-impacted parking lot, and to encourage additional commuters to use rail as their commute mode. The program offered preferential parking and direct financial incentives to commuters who carpooled to the rail station. The program was implemented in October 2002 and ended in October 2003. Seventeen (17) applicants participated in the program, which was below the program goal of fifty participants. Six participants completed the program and received all direct incentives available through the program. Incentives available through the program included: 1. Preferential parking for carpools - 15 up-front spaces were reserved for Rideshare to Rails participants. Parking placards were provided to participants to identify participating carpools; 2. $165 MetroLink Pass - Participants who shared their ride to the Rialto Station at least 40 days during the program were eligible to receive a free one-month MetroLink Pass. Station security guards tracked participation by recording placard numbers on a daily basis; 3. $50 recruitment bonus - A $50 recruitment bonus was offered to carpoolers when they added another individual to their carpool. Program implementation and operation was impacted by construction work at the station, program staff turnover, and a lack of outreach during the initial implemention phase of the program. It was determined that the majority of participants were carpooling to the station prior to joining the program, thus, this did not positively reduce parking lot congestion. As a result, the City of Rialto decided not to continue the program beyond the pilot program demontration phase.

Project Implementation

The City of Rialto was the principal beneficiary of this project; however, all regions within the SCAQMD benefit from a reduction in ozone precursor emissions.

Emission reduction estimates attributable to this program are as follows: Total pounds of emissions reduced (ROG, NOx, CO, and PM): 53 pounds Number of trips eliminated: 584 trips Number of single occupant Vehicle Miles Traveled (VMT): 1,956 miles

Project Status Description

The Final Report includes a program description, summary of results and conclusions, and a summary of program emission reductions and cost-effectiveness.
