Diesel exhaust particulate is classified as a Toxic Air Contaminant by the California Air Resources Board (CARB. Diesel exhaust is a carcinogen and becomes imbedded deep in lung tissue, causing additional serious respriatory ailments. Advances in diesel engine exhaust after-treatment technologies have resulted in the commercial availability of exhaust particulate filters that are greater than 85% effective in removing particulate matter from diesel exhaust. The MSRC implemented a Program that provides Clean Transportation Funds to retrofit existing diesel vehicles with the best available control technologies (BACT) for reducting diesel exhaust particulate.

The City of San Bernardino "piggy backed" off an original negotiated purchase with Filter Supply Company (now named Ironman Parts & Service) located in Corona California. The selected particulate filters are Donaldson DPF devices and are verified by CARB to reduce diesel exhaust particulate matter by at least 85%.
The City of San Bernardino, in an effort to reduce harmful exhaust emissions from its fleet of diesel vehicles, retrofitted eighteen (18) diesel trucks with CARB-verified diesel particulate filters. Only vehicle engines compatible with a CARB-verified diesel exhaust after-treatment device participated in the retrofit program.
All vehicles equipped with MSRC-funded diesel exhaust after-treatment devices are fully operable. The City staff have noted that the devices capture a significant amount of ash and particulate matter, verified during filter cleaning.
The City has completed installation of the particulate filters. No problems or issues have been encountered; the vehicle's continue to operate with no noticeable reduction in power or performance.
