Proposal Process
Submittals
Please refer to the individual solicitations, which describe in detail the necessary steps to submit a proposal. In general, the MSRC requires the following components be included in a proposal:
Once submitted, proposals cannot be altered without the prior written consent of the MSRC. Proposals must be submitted by the date and time specified in the applicable solicitation. Late proposals will NOT be accepted or evaluated. No faxed proposals will be accepted, as well as any proposals submitted online via Internet or email. No exceptions will be granted.
- Specific format requirements, including maximum length
- Cover letter, signed by an authorized representative of the bidder
- Summary sheet
- Table of contents
- Project scope
- Statement of work
- Project implementation plan
- Schedule of deliverables and project reporting
- Program schedule
- Project organization
- Cost schedule
- Co-funding letters (if applicable)
- Certificates of insurance
- Disabled Veteran Business Enterprise (DVBE) Certification Documentation (if applicable)
- Business management questionnaire
