Vanpooling is an effective strategy for reducing single occupant vehicle (SOV) trips, resulting in reductions in motor vehicle emissions and freeway congestion. In the majority of cases, a commuter can actually save money by participating in a vanpool as opposed to solo commuting; however many potential vanpool participants don't know how to go about finding an existing vanpool or are hesitant to take on the responsibility of forming their own new commuter vanpool. This project sought to remove all barriers, real or perceived, to vanpooling as a commute option.

The "It's a Good Day to Vanpool" project was implemented by Trans Vironmental Solutions (TVS) on behalf of the MSRC. The project consisted of performing vanpool awareness outreach to employers located within the South Coast AQMD, and financial assistance for both new vanpool formation and new riders placed into existing vanpools. New "startup" vanpools were eligible for financial incentives totaling $1,800. This startup incentive helped lower the monthly vanpool lease cost, passed along to each participant in the form of lower per trip costs. The $1,800 incentive was paid on a graduated basis: months one through three earned a $300 per month incentive; months four through six $200 per month, and months seven through nine $100 per month. The objective was to reduce the financial incentive as the vanpool became more estabilished and stable. TVS entered into agreements with three (3) vanpool service providers; VPSI, Enterprise, and Midway to market the availability of the Program. 100% of MSRC incentive funding was passed through these providers directly to the vanpool participants - no funds were retained by the vanpool service providers. Individuals who agreed to join an existing vanpool were eligible to receive up to $300 in financial assistance. The $300 new rider incentive was paid in three (3) $100 monthly rebates. TVS also conducted a survey of the vanpool program participants; the results were included as an attachment to the Final Report. 93% of the particpants rated the vanpool program as either "very good" or "Excellent". The Program kicked off in September 2003 with a series of press releases and a direct mail campaign to targeted businesses. Presentations were made at several employer networking events, roundtables, and meetings.
The regional vanpool program, entitled "It's a Good Day to Vanpool", was designed to facilitate, through the availability of financial incentives, the creation of one hundred (100) new commuter vanpools with the South Coast AQMD jurisdiction. In addition, the project sought to place up to 300 additional new riders into existing vanpools.
This project resulted in the formation of 145 new vanpools. In addition, 676 new riders were placed into existing vanpools. The average round trip distance per new vanpool participant was 88 miles. Each new vanpool was comprised of an average of six (6) new riders; thus, the average vehicle miles traveled (VMT) reduction was approximately 2,200 miles per week. The average round trip mileage
The Vanpool Program was so successful that the initial goal of placing up to 300 new riders into existing vanpools was achieved in 12 months, and ultimately reached 676 new riders - more than twice the goal. The number of new vanpools formed as a result of the program was 145 - almost one and one-half times the original goal. The regional vanpool program was transitioned to new vanpool programs operated by the regional County Transportation Commissions. Thus, the program initiated by the MSRC continues to operate within each County of the South Coast Air Quality Management District.
